BREIS - Brownfield Redevelopment Environmental Information System

The Community Development Commission of National City presents the Brownfield Environmental Information System (BREIS). Because environmental and related issues impact the redevelopment of Brownfield areas, BREIS allows easy access to environmental and redevelopment-related information within National City. In turn, BREIS improves the redevelopment process. While additional Project Areas may become available, BREIS currently covers only one Project Area -- The Harbor District Redevelopment Area.

Under the tabs below, BREIS provides the following information:

General Site Conditions provides basic details about the area including, among other things, high resolution aerial photography, parcel boundaries, sewer lines, streets, and an overview.

Environmental Site Assessment provides the results of recently conducted Environmental Site Assessments. Within this section, BREIS allows interactive access to historical and environmental regulatory information, as well as the ability to view and download Environmental Site Assessment Reports.

Property Redevelopment shows the areas where redevelopment is in progress, and allows access to public information concerning the redevelopment.

Institutional Controls depicts the boundaries of existing institutional controls, and allows direct access to the institutional control instruments (such as environmental covenants) which set forth land use restrictions. User Agreement

The Brownfield Redevelopment Environmental Information System has been established to assist neighbors, community groups, property owners and potential redevelopers to better understand conditions in redevelopment areas of the City of National City.  At the time that information is posted to this site, the administrators of the system are under a good faith belief that the posted information was public information (as that term is used by the California Government Code) and was believed to be accurate.  This belief is not independently tested by the system administrators. In addition, the site user should note that the system administrators never have the ability to judge whether the posted information is complete or sufficient for any particular purpose, and its inclusion on this site should not be taken as any proof of those things. 

The site user should also note that environmental information is "date sensitive", and that old information may not be reliable.  In addition, the user should note that some of the information posted on this site was created for a particular party, and it may be limited (for the purpose of who can rely on the information) to that party only.  Any project proponent should be aware that they have an independent obligation to complete research about any particular property using their own timely and competent professional help. This information can be used to alert the site user to issues that might require more study, but such issues may well exist and not be identified on this site.  There is no substitute for timely and competent professional assistance that is designed to answer particular questions about any of the redevelopment opportunities listed here.  The BREIS site is NOT intended to be a substitute for any stakeholder's independent study of site conditions, but is only offered as an aid to those interested in conditions in certain defined areas of National City.
